Regulations on Food Imports to China

The General Administration of Customs (GACC) of China regulates the import of food into China. The GACC's regulations include requirements for labeling, packaging, and registration. These regulations are intended to control food safety risks. 

GAC Decree No. 249

The Measures for the Safety Administration of Imported and Exported Food focuses on managing the food chain for both imports and exports. It includes requirements for record filing and specific regulations for certain foods. The regulation came into effect on 1st January 2022.

GAC Decree No. 248

The Administrative Provisions on Registration of Overseas Manufacturers of Imported Food requires all foreign food products to be registered. 

Registration

All foreign manufacturers, exporters, and Chinese importers must register with the GACC. 

Labeling

All imported food products must have their registration number on the inner and outer packaging. 

Control systems

Overseas food producers must have a complete and traceable control system for food safety and sanitation. 

Record keeping

Importers and exporters must keep records. 

To register with the General Administration of Customs of China (GACC), you need to follow the registration process for overseas food exporters, as outlined in GACC Decree 248 and 249. 

1. Access the GACC Online Platform:

Navigate to the GACC online platform (e.g., CIFER system) where you can submit applications.

Create a CIFER account if you are a first-time user. 

2. Fill Out Application Forms:

Complete the required application forms for food exporter registration, including company information and product details.

Provide necessary documents like government-issued business certificates, product packaging photos, and a statement of compliance. 

3. Submit the Application:

Submit your completed application online via the GACC platform.

Ensure your application is complete and accurate before submission. 

4. Obtain the GACC Registration Number:

Upon successful submission and approval, you will receive a GACC registration number. This number is crucial for your products to comply with Chinese import regulations. 

5. Display the Registration Number:

Print the GACC registration number on the product label and packaging to ensure compliance. This number is essential for import customs clearance. 

Additional Considerations:

You can choose to apply for registration on your own or seek assistance from a Chinese representative agent (CRA). 

The GACC registration process is mandatory for all overseas food exporters to China.
